The largest of the Cultural Services Contracts programs, COP is the program used to contract for cultural services with established non-profit cultural organizations to support an array of programs that include concerts, plays, exhibitions, performances, workshops, and other cultural services. These contracts are awarded annually using a best practice, peer review panel approach to evaluate applications.

Program eligibility and review criteria are published annually. An organization receiving a COP contract may not apply for a Cultural Projects Program (CPP) contract, but may apply to any other Cultural Services Contract program, provided that it meets the eligibility requirements. The maximum amount any one organization can receive through COP is 25% of their prior year audited expenses (the current average is under 10%).

The Cultural Affairs Commission appoints the panels and reviews the panel ratings to make funding recommendations. The Commission's recommendations, in turn, form the basis of the contracts that are brought forth to City Council for approval.

Monthly Program and Attendance Reporting
With the start of the 2008-09 COP grant year on October 1st, the City of Dallas Office of Cultural Affairs is implementing a new monthly reporting process for the collection of your organization's program and attendance data.

For the 2008-09 grant year, organizations can provide their monthly reports to OCA in one of two ways: the traditional, manual-entry spreadsheet or through data extraction (exporting data directly from your organization's internal database into a specified spreadsheet). To receive a copy of the 2008-09 reporting files please contact Greg MacPherson, Cultural Programs Coordinator, at 214-671-0971.

Funding Review Panels
Most funding program applications are reviewed by a panel made up of qualified candidates from the professional arts and cultural field and approved by the Cultural Affairs Commission. Panel nominations are accepted throughout the year. Review Panel Nomination Form (.doc)
